This compiling feature is not built into the normal ide provided. You can achieve this doing the following steps.
Once you have installed the vwd 2010 express the dotnet framework 4 gets installed in
In this folder is aspnet_compiler.exe for compiling a web site.

To setup the compile do the following in vwd 2010 ide:
First make sure you can see the Expert Settings, Tools > Settings > Expert Settings.
Once that is enabled, Choose Tools > External Tools. Create a new tool with the Title “Compile App”.

For the Command: enter in any of the following according to your os: 2.0/3.5 32-bit %windir%\Microsoft.NET\Framework\v2.0.50727\aspnet_compiler.exe 2.0/3.5 64-bit %windir%\Microsoft.NET\Framework64\v2.0.50727\aspnet_compiler.exe
ASP.Net 4.0 32-bit %windir%\Microsoft.NET\Framework\v4.0.30319\aspnet_compiler.exe
ASP.Net 4.0 64-bit %windir%\Microsoft.NET\Framework64\v4.0.30319\aspnet_compiler.exe

For the Arguments: enter the following
-p $(ProjectDir) -v / $(ProjectDir)../compiled

Click OK, and under the Tools menu you will see the new option you created.
You can then choose this option from the menu to compile a site. The compiled version will be created in a folder called compiled below your working project directory.

You can then deploy this (using ftp, copy etc) to the production server.

One other gotcha is to remember to change the version in iis to 4.0.30319 if you are migrating lower framework sites to this 4 framework.
